Lee Garner, City Manager

Duties: The City Manager is appointed by and serves at the pleasure of the Mayor and City Council. As the Chief Administrative Officer of the City, the City Manager is directly responsible for the efficient administration of all city government departments. The duties and powers of the City Manager include enforcing all laws and ordinances, and legislation necessary for the operation of the city; preparing the city's recommended budget; informing the governing body of the city's financial position; representing the city with other governmental, private or non-profit agencies and citizens; and other such duties as may be required by ordinance or resolution of the council. In fulfilling the above duties, the City Manager is aided by an organization of eight city departments. The city has around 55 full and part time employees and is a full service city.

Biography: Elmon Lee Garner has held the position of City Manager since June 23, 1997. Prior to that time, he served as City Manager of Wadley, Stone Mountain, Loganville and Camilla, Georgia. Lee is a graduate of Wilson's Mills, N.C. High School, Georgia Military College, Limestone College and has a Masters of Public Administration from Brenau University in Gainesville, Georgia. He is retired from the United States Army, having served 20 years. He is a member of the Board of Directors of Florida Municipal Power Agency, Florida Municipal Electric Association, where he also serves as Vice-President, Florida City County Managers Association, Gadsden County Chamber of Commerce, Secretary of the Florida Municipal Natural Gas Association, Past President of the Chattahoochee Rotary Club, Member of the Board of Trustees at the Chattahoochee First United Methodist Church, Treasurer of the Northwest Florida League of Cities, Treasurer of the Three Rivers Ministerial Association, and involved in many other boards and various organizations. He is married and has four children.

City Hall, located at 22 Jefferson Street, is where all financial transactions, utility billing, payroll, public records requests, and legislative issues are managed.  We have four employees, one of which is Marinda Wilson, our City Clerk, who has been with the city since 1997.

T.J. Carlisle

The Public Works Department is a newly formed department that consolidated three smaller departments into one (Street, Sanitation, and Parks & Recreation).  They are responsible for all road maintenance, right-of-way cutting, storm drain maintenance, road striping, park maintenance, running inmate work crews, as well as, curbside debris and solid waste removal. The department has eleven employees, one of which is T.J. Carlisle who is the Public Works Director, as well as, the Assistant to the City Manager and has been with the city since 2013.

The City of Chattahoochee’s Electric Department is responsible for maintaining 30 miles of electric lines, ensuring continual power flow to Florida State Hospital, the largest employer in Gadsden County, and making emergency repairs during storms and other natural disasters. The department has four full time linemen, one of which is the foreman, Jimmy Cain. He has been serving the city since 1987.

Fire Chief

The Volunteer Fire Department, also located in the same building as the police department, has a force of 13 firefighters who handle an average of 100 fire calls per year.  The Fire Chief is David Crawford who has been with the city since 1977.

The Chattahoochee Police Department is responsible for enforcing all state and local laws with a force of ten sworn police officers. The department also runs the dispatch center located at 32 Jefferson Street. The Chief is Vann Pullen who has been with the city since 1979.

The City’s Wastewater treatment plant is responsible for all wastewater generated in the city by insuring the waste is properly removed and treated to insure compliance with the Florida Department of Environmental Protection. The city has three employees that work this plant, one of which is John Paul Owens, who is the Senior Plant Operator and has been with the city since 1998.

The City of Chattahoochee’s Water/Sewer/Natural Gas Department is responsible for maintaining 13 miles of sewer lines, 21 miles of natural gas lines, and over 40 miles of water mains. The department has four full time technicians, one of which is the foreman, Joe Scott, who has been serving the city since 2008.
